He studied international relations at the Raúl Roa Higher Institute of International Relations and holds a doctorate in political science from the University of Havana. He held various positions at the Ministry of Foreign Affairs and abroad, including as deputy director of the Directorate for Multilateral Affairs, director for North America, and ambassador of Cuba to Canada and South Africa. He participated in the peace process as a representative of the Republic of Cuba, a Guarantor country, in the Exploratory phase.
