He studied law and earned a master’s degree in public administration from Paris-Panthéon-Assas University (Paris 2). From the beginning of his career, he held high-level positions in the public and private sectors. Notably, these include serving as president of the ANDI; ambassador of Colombia in Washington, D.C.; minister of defense; economic advisor at the Colombian embassy in Paris; governor of Risaralda; secretary general of the National Federation of Coffee Growers; and member of the Ecopetrol Board of Directors. He participated at the Negotiation Table as a national government plenipotentiary until November 26, 2013.
