He studied economics and earned postgraduate degrees in urban and regional planning and in international relations. In Colombia, he has held positions such as minister of labor, minister of government, director of the National Rehabilitation Plan, presidential advisor for peace, presidential advisor for defense and security, and first minister of civil defense. He was also the OAS secretary general, director of the RCN and CM& newscasts, and a senator.
