He studied law at the Universidad de los Andes, specializing in public management and administrative institutions and in negotiation at the same university. Among other positions, he worked as a legal advisor at the Ministry of the Interior and Justice (2004–2006), legal manager at the Office of the High-Level Advisor for Reintegration (2007–2009), legal director at the Colombian Agency for Reintegration (2009–2012), and advisor at the Office of the High Commissioner for Peace (2012–2017) on matters of transitional justice, disarmament, demobilization, and reintegration. He participated in the negotiation phase as a government delegate. Member of the Technical Subcommittee for the End of the Conflict. Member of the Gender Subcommittee of the Government Delegation.
