Chilean and British diplomat. He served, among other positions, as the United Nations high commissioner for refugees (UNHCR) in the Republic of Bosnia and Herzegovina in 1992. He was a delegate at the Negotiation Table as the United Nations resident and humanitarian coordinator in Colombia.
