He studied medicine and was a university professor. He began his political career in 1992 and, in 2006, was elected as the House representative for Valle del Cauca. As a senator, he led the reform of the health law. He participated at the Negotiation Table as a national government plenipotentiary, beginning on April 20, 2016.
